The Department the Finance Department is responsible for the financial administration, from budgeting to auditing, of City fiscal resources and issuing of business licenses. The Finance Director assists the City Manager in the operation and capital improvement budgets, serves as advisor to the Land Management Team and presents to the City Council an annual audited statement of the City's financial condition prepared in accordance with governmental reporting standards promulgated by the Governmental Accounting Standards Board (GASB).

 

The Division the City of Torrance is building a new Enterprise Risk Management (ERM) Division which includes Insurance and Liability Risk Management, Health & Safety Management, Internal Audit Services and Workers' Compensation. The ERM program is a holistic approach to managing, monitoring and reporting on risks of the City using data driven decision-making.

 

The Position Under direction of the Enterprise Risk Manager, the Senior Business Manager-Enterprise Risk Management will assist in the planning, organization and direction of the daily process of the ERM program. The position will be responsible for but not limited to: - Identification, purchase and maintenance of insurance policies of the City. - Managing the third party liability claims management program. - Implementing, monitoring and enhancing the health and safety program. - Assisting and coordinate the Citywide Risk Assessment process - Data analytics program to identify risks and monitor compliance. The Senior Business Manager will also supervise the activities of assigned subordinate personnel; manage third party contracts; make presentations and recommendations to City Council; and act as the liaison between the ERM division and other City departments to maintain service efficiencies and advance ERM initiatives as part of the City's strategic plan.

 

Requirements:

 

QUALIFICATION GUIDELINES MINIMUM QUALIFICATIONS:

 

Any combination of education and experience that provides the required knowledge and skills is qualifying. A typical way of obtaining the necessary knowledge and abilities is:

  • Bachelor's degree in Business or Public Administration or a related field.
  • Two (2) years of progressively responsible administrative or analytical experience.
  • Successful candidates will possess the following: - Strong critical thinking and professional skepticism skills; - Data analytics experience including Altryx, Tableau or similar analytics programs;  Excellent leadership and supervisory skills
  • Minimum 2 years of risk management and analytics experience; - High degree of initiative and flexibility.
  • Ability to complete multiple priority assignments
  • Strong interpersonal and communication skills
  • Familiarity with traditional risk management frameworks
  • Resourcefulness and reliability
  •  Ability to work independently and shift priorities as needed
